Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the introduction of a new 28-article proposal for ending the war appeared – briefly – to have been defused. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: a renewed assault of missile and drone strikes on Kyiv.
The Rhythm of Negotiation and Warfare
The chain of opposing developments captured the grim essence of the recent timeframe. By day, negotiation efforts are fought: positive announcements are delivered from multiple capitals. Significant resources is devoted on containing specific proposals. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "peace".
Nocturnal Warfare
As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is capable of detecting projectile deployments from Russian territory, a capacity provided through up-to-date information. From witness perspectives, defense planes that had been scrambled to intercept incoming guided weapons streaked across the sky – sophisticated military planes supplied to Ukraine by Western partners.
Soon thereafter, Kyiv's missile defense thundered: defensive missiles targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, probably delivered by Western nations. Every launch creates sudden vibrations, shaking the windows. The instant of fear quickly gives way to grim resignation: perhaps the incoming missile won't hit its mark this time, protecting urban areas from catastrophe and additional electricity failures.
Continuous Dangers
Soon after, a large-caliber weapon fired at a aerial vehicle close by, part of a rapid response unit – most likely Western-made equipment. Regrettably, the bullets missed the hostile drone – it pressed on overhead toward its destination.
Periodically, this persisted until dawn. Kyiv faced the morning news: seven people killed, damage and utility failures in numerous residences as a result of the evening attack. As typically, everyone still continued their routines – experiencing conflict. But those entire period illustrated Ukraine's vital need on international aid – a need that regional partners are evidently unprepared to substitute in the near term.
Unsuccessful Negotiations
The detailed framework from American leadership sparked intense emotion, discussion and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.
Every new approach from Washington unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually secure success. This trend will, no doubt, persist.
Strategic Calculations
It is tempting to accuse certain parties of consistently pushing Russian terms. But that does not seem to be the whole story. Washington operates on a premise understood by experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The White House assumes that it is unfeasible to compel Moscow to surrender the land that it currently occupies in Ukraine's occupied territories.
The challenge is that while acknowledging this situation, Washington does nothing to discourage Russia, through diplomacy or military means, from thinking that the status quo will not evolve additionally in its favour in the months ahead.
Conflicting Perspectives
Therefore, the Kremlin is certain that time is on his side – that Ukraine and its supporters are nearing depletion. Their reason to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's government remains highly assured in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing civilians and areas but preventing a total frontline collapse until situations evolve in its advantage.
Current Realities
Realistically, there are no real preconditions for a truce. Now, individual motivations are entering the equation: leadership ambitions to negotiate peace and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any initiative Kyiv finds unsuitable, so that their attention does not shift toward domestic problems. And although their mission will now be significantly challenging after current events, it remains very improbable that this will change their overall approach.
These two forces are guiding negotiations.
Assessment and Future
It took a only one week to terminate the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, current information leaks, all served their function.
While new plans based on previous concepts are forthcoming, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and show certain reluctance to alter the situation, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, largely rely on continued Western support.
